CAMBRIDGE -- February 15, 2024, Cambridge City Council's Government Operations Committee recessed Thursday after running out of time during a review of proposed rule amendments, leaving key questions about public comment and meeting structure unresolved. Committee Chair Dennis Toner led members through draft changes including a requirement that the presiding chair formally state every motion before discussion, a proposal to move council policy orders earlier in the agenda so City Manager Yi-An Huang and his staff could answer questions while still present, and a draft rule reducing individual public comment to one minute once more than 50 speakers sign up. City Clerk Naomi Stephenson clarified that the city charter requires a reasonable public comment opportunity at regular and special meetings, and Assistant City Solicitor Elliot Veloso noted that zoning, tax-rate, and certain other hearings carry separate state-law public comment requirements. Vice Mayor Marc McGovern proposed a flat two-minute limit for all speakers regardless of turnout, while Councillor Burhan Azeem floated restricting public comment to invited speakers only, a position McGovern said he could not support. The committee voted 5-0 to recess, with no amended rules adopted.
