CAMBRIDGE — March 24, 2026 — Cambridge refines its city manager evaluation framework for the fourth consecutive year. The Government Operations, Rules, and Claims Committee, chaired by Councilor Sabrina Simmons Wheeler, reviewed proposed changes to the annual review rubric for City Manager Yi-An Huang at a March 24 session that drew no formal votes but produced substantive direction. Huang presented a revised template that collapses eight administrative rating categories to five and carves out a separate section for council collaboration, responding to feedback that the council-manager working relationship had been underweighted. Three key 2026 administrative initiatives were outlined: an upgrade from the city's approximately 20-year-old PeopleSoft enterprise resource planning system, a municipal property portfolio plan with a first discussion set for an April 6 roundtable, and a formalized citywide emergency management structure with defined staff roles and annual exercises. Vice Mayor Zack Azim flagged two goals from 2025 rated only "partially met" — boards and commissions reform and ADEI work — pressing for clearer next steps; Huang noted Cambridge now tracks 54 active boards and commissions with roughly 560 members and said an ordinance review for a subset is being scoped.
