The changes, advanced at a February 26 meeting chaired by Councilor E.B. Toner, set a two-minute public comment limit for the first 50 speakers at any regular or special meeting, dropping to one minute thereafter — replacing a prior threshold that cut time at 20 speakers. Committee Clerk Tanya Gallion and Assistant City Solicitor Elliot Veloso recommended streamlined language requiring a roll-call vote to accept any late-filed items, and the committee deleted an outdated rule requiring legal notices be published in newspapers ranked by founding date, reflecting the city's shift to Cambridge Day as its primary outlet. A proposal to restrict public comment to Cambridge residents was rejected as unenforceable; a requirement that policy orders carry at least one co-sponsor before filing was sent back to Toner for drafting and will return at a future meeting.
