Cambridge Committee Tables Cambridge Street Retail Zoning Vote, Orders Node Study

CAMBRIDGE -- March 11, 2026, Cambridge's Ordinance Committee deferred a vote on strengthening ground-floor retail requirements along Cambridge Street, instead directing city staff to study a nodes-based approach that would apply different standards to different segments of the corridor. The committee voted 7-0 on March 11 to ask the Community Development Department to evaluate "active use nodes" on Cambridge Street and report back, after members failed to reach consensus on two options presented by Assistant City Manager Melissa Peters and Senior Manager for Zoning and Development Evan Spitrini. Staff had told the committee that option one, requiring active uses above four stories, was more likely to produce new housing, while option two, kicking in above three stories, was more likely to preserve ground-floor commercial space, but that under the corridor's existing six-story height cap, the two goals were difficult to achieve simultaneously. Chair Marc McGovern said he would not vote for a requirement that he believed would limit housing construction, calling for a compromise that "balances housing development with retail," while Jason Alves of the East Cambridge Business Association argued in public comment that option two would actually encourage the mixed-use, six-story buildings the council had envisioned when it passed the citywide multifamily amendments.
