CAMBRIDGE — December 17, 2024 — Cambridge weighs major cannabis permitting overhaul as equity business owners flag market squeeze. The Economic Development and University Relations Committee held a December 17 public hearing on three cannabis policy changes: allowing on-site product repackaging at retail dispensaries, revisiting the 1,800-foot minimum distance requirement between cannabis businesses, and establishing zoning for social consumption establishments. Economic Development Specialist Christina DiLisio and Director Pardis Safarizi presented a proposal to eliminate the standalone host community agreement — which currently demands 31 separate supporting documents — and fold its essential requirements into the cannabis business permitting ordinance, a change staff said could cut new-applicant processing time from four months to one. Denise Simmons pressed staff on how the buffer rule effectively traps existing economic empowerment business owners, who may want to sell majority stakes but face a legally restricted buyer pool.
